Update README.md with issue creation instructions and other improvements

Update the README.md file to:

  • Add a new section with instructions on creating the required issues in repo1
  • Remove the section on reassigning MRs as we haven't been asked to do that
  • Add a references section with a link to the container hardening guide so we can quickly refer to it when needed.
