fix: maintainers unable to merge

What

Update the CODEOWNERS group to gitlab-http-router-maintainers only.

Why

In #49 (closed) we've updated the list of maintainers so that only gitlab-org/core-platform-section/gitlab-http-router-maintainers are direct maintainers of the project. This resulted in only sxureb able to approve.

Remove sxuereb as well since they are part of the gitlab-http-route-maintainers group.
