Fix an error throw from checkConfig whenever nginx was disabled

What does this MR do?

Fixes the error:

"gitlab.checkConfig.nginx.controller.extraArgs" at <"nginx-ingress">: wrong type for value; expected map[string]interface {}; got interface {} : exit status 1
