Resolve "[CI] review_helm_test job failing"

What does this MR do?

  • Adjusts annotations on the test pod to reflect Helm 3 guidelines
  • Adds -L to curl commands to follow redirects to address 301 errors
  • Removes --fail flag from one of the curl commands that was causing the script to exit early with no helpful information (script appears to continue and pass despite this portion returning a 401)
