Draft: Allow `kas` to optionally specify which redis cluster to use configuration from

What does this MR do?

Currently kas is hardcoded to use the sharedState redis cluster for configuration. This change allow us to instead specify the cluster to use (and pull configuration from) using the value gitlab.kas.redis.clusterConfig setting.
