Update minimum required version of PostgreSQL from 11 to 12

What does this MR do?

Updates the checkConfig to confirm PostgreSQL image tag is 12 or higher.

Also updates the default PostgreSQL image tag to 12.7.0 per the latest available version on DockerHub.
