Update the min k8s and helm versions

What does this MR do?

Updates our minimum supported Helm and k8s Version. This update is needed in order to support certmanager upgrades.

Users need kubectl v1.16.14 to be able to properly ask the cluster for the certmanager resources. And helm 3.3.1 or greater in order to allow the chart to manage the resources. According to the notes here: https://cert-manager.io/docs/installation/upgrading/upgrading-0.15-0.16/

That means our new min k8s version would be 1.15 based on the helm version: https://helm.sh/docs/topics/version_skew/#supported-version-skew
