What does this MR do?

CI: switch and release to CI_COMMIT_REF_SLUG

Fix pipeline issue, where CI_COMMIT_REF_NAME has / character, which causes failure due to invalid specification.

Important: There is syncronous work to be done with any/all open MRs/pipelines. See #2952 (closed)
