Fix the dev CI values file

What does this MR do?

Fixes issues with current dev jobs as seen here: https://dev.gitlab.org/gitlab/charts/gitlab/-/jobs/11365469

Removes some extra config that looks to have been brought in by mistake during the taskrunner to toolbox rename: !2094 (merged)
