sidekiq: Move templates to gitlab/templates where possible
Move templates from sidekiq chart to global or gitlab charts' _helpers.tpl
Current state: first round. I've moved everything to templates/_helpers.tpl and section each batch of items off with comments. I am not sure I like everything being here. I'm thinking that I will revisit have revisited this, and moved everything not used by a chart within charts/ to charts/gitlab/templates, as they would only be used by those sub-charts.
