What does this MR do?

CI: Add job to trigger GitLab Operator pipeline

Trigger a Operator default branch pipeline running the unit tests against the current chart commit.

The Operator pipeline excludes some jobs. See gitlab-org/cloud-native/gitlab-operator!886 (merged) for more information.
