Add serviceAccount to Upgrade Check

What does this MR do?

  1. Add options to enable/create/rename serviceAccount in the Upgrade Check job.
  2. Move Upgrade Check job to upgrade-check/ folder.
  3. I also added the option to set Shared Secrets' serviceAccount annotation. I feel that this is related.

This is my first MR in GitLab, please bear with me.
