Ensure piwik is disabled by default

Vic Iglesias requested to merge viglesiasce/gitlab:fix-piwik-nil into master

The chart was not conditionally setting the .extra.googleAnalyticsId, .extra.piwik_url and .extra.piwik_site_id values which cause piwik to be enabled by default but with an unreachable URL. This caused all pages to have a long running request to piwik.js that would fail eventually.
