Allow static ServiceAccount Name in shared-secrets

Robert Marshall requested to merge 1157-allow-static-serviceaccount-name-in-shared-secrets into master
  • The new method of deploying to Google Marketplace requires us to set the helm ServiceAccount name statically as they cannot be created dynamically during deployment. This change updates the shared-secrets chart to support this type of behavior.
