Introduce a versioning scheme

Introduce a versioning scheme in the same pattern that ci-cd uses for the codequality project. The primary version number will mirror the version of the underlying core Pa11y library with an option (-gitlab.X) modifier.

It follows exactly the same versioning pattern as codequality, introduced and described in detail here: gitlab-org/security-products/codequality!38 (merged)
