Add autoscaler docs

Overview

This MR adds the MVC part of the documentation for the autoscaler. The intention of this MR is to have everything documented so far in a simple markdown file. The file should be broken down into multiple files in the future when it gets large. The documentation is not being deployed to http://docs.gitlab.com or any other GitLab Pages, this can be done in the next iteration.

Things that this MR doesn't cover but should in the future:

  • No linting job on markdown
  • No GitLab page deploy for documentation.
