Restore high sierra with earlier bottle

What does this MR do?

It looks like version 2.2.24 of our High Sierra gnupg bottle was removed from the repository. In e1832831 I had to allow failure for High Sierra builds. Move back the homebrew tap for High Sierra to install 2.2.23 instead.

Disclaimer: High Sierra is provided as best-effort only. It is an EOL'd OS shipped with legacy versions of Xcode. It is ok to ship it with outdated brew software.
