Make sure that the FIPS job passes and prints that it's started in FIPS mode, e.g. https://gitlab.com/gitlab-org/ci-cd/tests/runner-incept/-/jobs/1983080211

If running a pipeline for this MR before gitlab-org/gitlab-runner!3255 (merged) is merged, run against the fips branch with variable UPSTREAM_CI_COMMIT_REF=refs/merge-requests/3255/merge
