[Suggestion] - 馃殌 Init gitpod configuration file

Description

In the goal to contribute easily, this MR consists to add a Gitpod configuration file. As a beginning of a new workspace, the go build command allows to init glab.

How has this been tested?

Create a new Gitpod workspace and execute ./bin/glab command.
