Draft: Move Python auth logic from AI GW

Add CC Python logic (extracted from AI GW) and bump the Python package version.

  • Move /cloud_connector folder from AI GW (DW is same-ish)
  • Move tests
  • Add linters
  • Bump package version
  • Make sure we require Python 3.11 (StrEnum)
  • Do we need to declare lib requirements explicitly in the package manifest (jose, ...)
