Disable reconciliation of namespaces

Mitchell Nielsen requested to merge remove-extra-namespaces into master

Disables the reconciliation of namespaces:

  • gitlab-secured-apps
  • gitlab-managed-apps

It is not currently clear why these namespaces are needed, and their presence sometimes causes objects like CertManager's Issuers to be created in those namespaces rather than the desired namespace gitlab-system.
