[CI] Ensure environments are created even if deployment fails
requested to merge 344-ci-environments-get-cleaned-up-while-corresponding-namespaces-remain into master
Add "dummy" deployment task to ensure environment creation despite deployment failures that might leave orphaned instances behind.
Effectively, this makes sure that the auto_stop_in setting will still take effect even if the deployment to the environment failed.
