Remove the openshift 4.13 pipelines

What does this MR do?

Since 4.12 lifecycle overlaps and superceeds 4.13 (i.e. support starts earlier and EOL is later) Remove the openshift 4.13 pipelines as redundant since we've already have 4.14 and higher versions in place.

• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
