Move the migrations jobs to use the helm template

Depends on https://gitlab.com/gitlab-org/gl-openshift/gitlab-operator/-/merge_requests/77 in order to pull in Job components to the helm query.

This MR replaces generator functions for migations resources with objects that are created using Helm template.
