Draft: Build preflight 1.4.0

Gerard Hickey requested to merge build_1_4_0 into main

Red Hat has officially released version 1.4.0 of preflight. Need to build and test this version to make available for use in CNG and Operator projects.

What does this MR do?

This MR is a stacked MR and should have !3 (closed) merged prior to it being merged. The changes here are for releasing version 1.4.0 of the preflight image.
