ci: add commitlint and merge request pipelines

  • commitlint: This mirrors auto-deploy-image!171 (merged), which has made it much easier to review contributions, because contributors fix their messages before requesting a review.
  • merge request pipelines: Also mirrors what we already had for auto-deploy-image, makes it nicer to work with CI (e.g. can trigger a pipeline from MR widget)
