Update Cilium to 1.7.0

Upstream helm repository is up but we need 1 patch that is being upstream at the moment, we will be using forked chart until it's available upstream.

This MR also introduces improvements for the cilium installation in CI environments. Cilium was set first to install in the main helmfile and restart script was moved to the optional postsync helmfile hook.
