Add monitoring daemonset for Cilium

This MR adds additional helm release to the Cilium helmfile for the Hubble monitoring daemon. Hubble provides additional per namespace Prometheus metrics for Cilium that will be used for the new "Threat Monitoring" section. It's enabled by default if Cilium is enabled to simplify monitoring setup but can be disabled via cilium.hubble.install variable.
