Bump dial timeout

All other places use 30s.

I found a few errors in Sentry that run into this timeout:

• https://new-sentry.gitlab.net/organizations/gitlab/issues/206148/ AgentInfo(): Get "https://int.gprd.gitlab.net:11443/api/v4/internal/kubernetes/agent_info": dial tcp: lookup int.gprd.gitlab.net: i/o timeout
• https://new-sentry.gitlab.net/organizations/gitlab/issues/206144 AgentInfo(): Get "https://int.gprd.gitlab.net:11443/api/v4/internal/kubernetes/agent_info": dial tcp: lookup int.gprd.gitlab.net: i/o timeout

We also have some customers complaining about the same error (https://gitlab.com/gitlab-com/ops-sub-department/section-ops-request-for-help/-/issues/153).
