Bump deps again

Mikhail Mazurskiy requested to merge ash2k/bump-deps into master

  • Use shared write buffers in gRPC

  • Bump bazel rules

  • Bump Go modules

Most importantly, this picks up https://github.com/grpc/grpc-go/pull/6309 to get much better memory utilization. Let's see how big of an improvement this is going to be.
