Make it clear that kas config contains default values only

Mikhail Mazurskiy requested to merge ash2k/kas-default-config into master

This is to avoid confusion like in gitlab-org/charts/gitlab!3877 (comment 2041525802).

The only relevant reference I found is https://gitlab.com/gitlab-org/charts/gitlab/-/blob/master/charts/gitlab/charts/kas/templates/configmap.yaml. I'll fix it to point at the generated md file.
