Integration tests for ExpiringHash

Relates to gitlab-org/gitlab#293890 (closed).

The plan is to:

  1. Move the hash<->redis tests to the new place from agent tracker
  2. Add unit tests to agent tracker instead. This depends on !273 (merged) as the mock is there
