Forbid duplicate project ids for GitOps
This reverts !292 (merged) and !305 (merged). See the conversation here gitlab-org/gitlab!54538 (comment 512131011).
It's very useful to have a stable id for each GitOps worker e.g. to use it as inventory object id. This is needed for cli-utils.
