Setup Buildbuddy for CI

Free version of https://www.buildbuddy.io/ allows to collect insights about Bazel builds. It also allows remote caching, but we already use a GCS bucket for that.

Paid version supports remote execution, maybe we'll use it in the future if we need it.

I'm going to merge this as it only works on the main branch, not in MRs (i.e. no way to test it in a MR) because it relies on a protected variable, which is only set on the main branch.
