Updates docker version to 19.03.11

Part of the ~"group::configure" dependency updates: https://gitlab.com/gitlab-org/configure/general/-/issues/65

Includes a minor refactor in which, before we had to update the version in 3 places, now we only update in 2. It also only associates the docker service with the jobs that need it. The test job does not need it.
