feat(api/gitlab/v1): add new tag details list endpoint

Related to #708 (closed). This is the MR 2/2 that exposes the new API.

Note: This is temporarily targeting the branch of !1061 (merged) so that we can assert only the changes introduced here. This should be merged to master instead.
