This MR speeds up CI piplines by using a Directed Acyclic Graph.

The pipeline for this MR ran in 07:02, 11:58 is a typical runtime pipelines without this change.

We may potentially wish to gate storage driver integration tests with the inmemory driver test, but we do not presently do that with the current CI configuration.
