Add repository with dangling manifest to test fixtures

This MR adds a repository with two dangling manifests which have had their tags overwritten, leaving them unreferenced.

This will allow us to test this feature #175 (closed)

The addition of this repository and its associated blobs requires us to alter the content of the Golden files for existing tests, as they draw from the same fixture files during their imports.
