test: skip TestStatRootPath if azure driver is not configured

feistel requested to merge feistel/container-registry:fix/skip-stat-root-path-azure-test into master

Running make test locally will fail because TestStatRootPath needs a working azure storage driver, this MR check skipCheck before running the test
