chore: fix release link in template

The URL generated when the issue is created renders https://gitlab.com/gitlab-org/container-registry/-/docs-gitlab/README.md#releases which does not exist. The path to the documentation needs to include the branch information, e.g. https://gitlab.com/gitlab-org/container-registry/-/tree/master/docs-gitlab#releases.

Although the current approach works when navigating the template as markdown, it doesn't work inside the issue.
