Update gitlab-qa to 5.10.1 and remove the manual login to the dev registry

The recent versions of gitlab-qa handle the docker login to the dev registry when needed. The GITLAB_QA_DEV_ACCESS_TOKEN env variable needs to be set in this case.

I noticed that QA runs were failing when run against a dev image because of that.
