Allow fetch-logs job to fail

Balasankar 'Balu' C requested to merge allow-fetch-logs-to-fail into master

Three reasons

  1. I don't think we have time to spend on this, given Provisioner itself is discontinued in favor of GET
  2. This job failing will cause pipeline to fail, and cause machines to be not cleaned up
  3. Causes master pipeline notifications.
