Draft: Record pipeline failure data in issue description

This is a experiment to test writing pipeline data to the description of the pipeline failure issue and then discovering the same data on later pipeline failures. This allows the title of the pipeline failure issue to be set to more descriptive text that is easier for humans to track and consume.
