Tweak QA job configuration

In this MR these changes are being added:

  • Skip live env specs - some specs like restrict_by_ip_address_spec should only run with GitLab in docker setup, so RAT should exclude these specs
  • Retry failed QA jobs - sometimes there are intermittent failures in specs that are passing on retry
