Add support for deploying FIPS environment using Ubuntu 20.04

Balasankar 'Balu' C requested to merge add-fips-ubuntu-env into master

This MR includes:

  1. Copy existing FIPS files to a CentOS specific folder. The old versions are left behind until we change the variable REFERENCE_ARCHITECTURE from omnibus-gitlab's RAT-Nightly trigger to say omnibus-gitlab-mrs-fips-centos.
  2. Add support for deploying FIPS environment using Ubuntu 20.04.
