Re enable FIPS pipeline

Purpose

This is in support of https://gitlab.com/gitlab-org/quality/quality-engineering/team-tasks/-/issues/2952+.

This re-enables the FIPS Omnibus test pipeline and enabling it to report status to #tp_fips_test
