Update RAT configurations for FIPS

Updating RAT FIPS configurations to use CLoudSQL to bypass limitation of SCRAM with Omnibus PG cluster Support SCRAM authentication for PostgreSQL (gitlab-org/omnibus-gitlab#6617)
