Resize the FIPS test environment

Context

We have a number of test timeouts on the FIPS pipeline. The pages are not loading fast enough for the test scripts to complete (we've had some tests time out after waiting 300 seconds ). So trying to scale up the test environment some to see if that solves the timeout problems.
