Move OpenShift cluster steps to its own template

Mitchell Nielsen requested to merge separate-kubernetes-and-openshift-tasks into master

Moves the steps related to creating new OpenShift clusters to its own issue template. This has some benefits:

  • Keeps each issue template focused on steps related to the target platform.
  • Allows each issue to have its own due date.
