Adjust install and reinstall to update shell

Marcia Ramos requested to merge update-reinstall into master

To update current forks and other installations of Docs Shell:

  • Remove and add new permalink
  • Fix $PORT for paths() when path to gitlab is the default path (GITLAB=$GL'gitlab')
